What Is a Comprehensive Plan?
Pittsburgh describes the plan like this:
“A citywide comprehensive plan expresses a holistic, community-wide vision of the city’s future. It helps city government and its citizens plan for and guide how the city grows and makes improvements by developing goals and policies related to a range of land use, city services, and quality of life topics.”
In simpler terms, it’s a framework that will guide change in the city over the next 25 years.

What does Pittsburgh hope to accomplish by adopting a comprehensive plan? In short: a lot.
The plan, as it stands now, covers 20 different policy areas that address both basic and long-term needs. These include essentials like energy, food, and housing—urgent challenges the city must address. But the plan also touches on broader themes such as historic preservation, climate action, and arts & culture.
This shows the city’s commitment to not only meeting critical infrastructure and service needs but also preserving and enriching Pittsburgh’s unique character.
Although the plan is citywide, it has real implications for Squirrel Hill—impacting everything from zoning and green space to public transit and infrastructure improvements.
